OPERATIONAL CHALLENGES OF HUMANITARIAN INTERVENTION BY UNICEF IN KANO STATE.

INTRODUCTION

1.1   BACKGROUND OF THE STUDY

UNICEF is an organization committed to enhancing and sustaining partnerships in providing emergency interventions and reliefs. The effort of the organization has contributed to the realization of children’s and women’s rights. UNICEF has diverse range of significant humanitarian interventions which the organization achieves through partnerships with other UN agencies, NGOs, the Red Cross movement and other international and regional organizations. These interventions are in the level of practical delivery of aids and coordination of intervention programs. Standard-setting, humanitarian advocacy and policy change. UNICEF’s (2008). UNICEF has adopted the Global Humanitarian Platform (GHP) principles, which are being implemented across UNICEF to address a variety of processes, including leadership functions. The organization seeks to strengthen its partnership mechanism with key humanitarian NGOs as strategic partners for UNICEF emergencies intervention programs. In furtherance to developing and sustaining partnerships, UNICEF seeks to expand its own capacity so as to prepare for and respond to emergencies. UNICEF’s Global Humanitarian Capacity-Building Programme seeks to achieve an improved humanitarian intervention program of action in the area of strengthening cluster coordination; developing an efficient financial and administrative guidelines for handling emergency relief programs; improving and implementing the monitoring and reporting mechanism on grave child rights’ violations; providing adequate  capacity for proffering intervention for gender issues, deploying efficient staff and improving rosters;  standby partners; and  logistics capacity. The organization also seek to reduce Country-level risk while further improving programme initiatives and pilot projects to build on  knowledge, skills and resources of partners in all points of the risk management projects before, during and after intervention emergency program. The study seeks to proffer an appraisal of operational challenges of humanitarian intervention by UNICEF in Kano state.

 

 

 

 

 

1.2 STATEMENT   OF   THE PROBLEM

UNICEF is confronted with some operational challenges in its intervention emergency program in Kano. These challenges include among other things High food prices which have put increased hardship on the populations of many who have flew from their homes and taking cover in emergency camps. The increasing nature of tension in the north due to escalating attacks by insurgents,  rising frequency and intensity of disasters , population growth, steady increase in  urbanization and the effect of increasing  costs of fuel and energy. The organization is however not relenting in its efforts to impact on the rights and well-being of children and women. UNICEF seeks to ensure the provision of adequate   support  in order to minimize loss of lives and livelihoods, enhance and sustain partnerships  which is fundamental to meeting  the challenges ahead. The organization also looks forward to working with donors and other partners to advocate for and protect the rights of the most vulnerable children and women. The problem confronting the study is to appraise operational challenges of humanitarian intervention by UNICEF in kano state.

The Main Objective of the study is to appraise the operational challenges of humanitarian intervention by UNICEF in kano state; The specific objectives include
